A pressure hull would be incongruous with aircraft, yes, but think outside 
the box.  Define your "submarine".   Ambient pressure dry doesn't have to be 
heavy, particularly if you use "wings" instead of ballast to counteract 
buoyancy.  That seems feasible to me.
