Dave,

Provided they don't absorb any water-weight, the block you describe has a
displacement / buoyancy potential of about 27,518.4 pounds in fresh water;
or 28,224 pounds in sea water.  Subtract from those numbers the weight of
the block itself, and that's how much additional weight it will float.
