Yes you are right. The pressure at the air/water boundary equals the 
pressure at the top of the air column, and this would be greater than the 
outside water pressure at the top of the bell. For two feet of water this 
could be almost 1 lb per square inch. Good point.  I was thinking in overall 
terms based on the depth of the bell.
