I didn't get a chance to beat this dead horse.

Has anyone enumerated why a propane tank, properly stiffened and
used within depth limits according to metal content and thickness,
should not be used for a PSUB?

Assuming Kittredge has no control over the manufacturing process
of the psub designs that he sells, has anyone asked him why he is
not consumed with fear of being sued should a client not follow
his design to the letter?
