Instead of using optics for a periscope I would use a small video camera that
I could float to the surface.  It would be tethered by the video cable.  If
you attached the camera to the front of the sub it could double as a forward
looking video camera.  For true stealth you could have the camera stay a few
inches below the surface and have only a fiber optic scope portruding above
the water.  Add nightvision and you are truly stylin'.
