Thruster Construction

Hi guys,
         I have a 12 hp, 36 volt motor that I want to make into an 
outside thruster.  I can enclose it in a water proof steel tube with an 
o-ring seal around the shaft, and pressure compensate it with my rear 
ballast tank.  I need to know if it will over heat being enclosed like 
that?  Or if the outside water temp would be enough to keep it cool?
