I'm sure you could use a lot of things... even a polyester resin, but the
point raised by Jon still remains valid... accelerating and decelerating the
MASS. Adding volume to the sub increases the sub's mass overall equivalent to
an equal volume of water, and the larger surface involves additional surface
drag.

The benefits are that it streamlines the laminar flow (minimizes turbulence),
can add to payload, and improves aesthetics.
