This is very true, but I wonder if it has to be.  If the outer hull is for
streamlining, perhaps a more standard ballast tank could be incorporated
between the pressure hull and the 'skin' of the outer hull.  The 'dead' space
could be filled with a non-compressable foam like microspheres.  This could
allow all of the benefits while minimizing the drawbacks.

Only a thought, because I'm not a 1 atm designer.  Maybe these thoughts will
elicit some additional comments...
