Liability is one of the advantages of an ambient pressure sub. Same 
technology and risk factors as scuba. No collasping pressure hull to worry
about and therefore no certification needed. Also your depth is limited by
human physiology to about 130 ft max.

I got certified in Dec '96. I haven't been diving since but I
got certified as one of my prerequisits toward submersible ownership.
