The Welfreighter story in Wikipedia barely mentions the Welfreighter's 
predecessor, the disastrous Welman. Imagine a minisub with NO periscope 
and very poor depth control, intended for military application. Okay, 
you can start breathing now - it was never used operationally.

The reason the X craft and the Chariots worked, and the Welxxx did not, 
is that the former were designed and built by people who actually knew 
boats and naval operations, while Col. Dolphin had neither of those 
qualifications and would not accept advice from anybody who did.
