Alan, that would only make a difference on the surface. With or without a pilot (or any payload) the displacement would be the same if submerged. -JimSent on the Sprint® Now Network from my BlackBerry®

Hi Carsten & Jim,
The Guiness World Record is based on total displacement. I don't know
exactly wether
this is with pilot in or out.
Regards Alan
GUIDELINES FOR ‘SMALLEST SUBMARINE’
This record is based entirely on the displacement of the vessel. However,
the other dimensions of the submarine (length, height, width etc) must also be
provided. Some form of reliable confirmation of the displacement of the vessel
must be supplied.
The submarine must be autonomous and self-propelled (i.e. capable of
moving under its own power).
The submarine must be steerable through 360º and must be capable of
ascending and descending under its own power.
The submarine’s passenger compartment must be watertight (meaning that the
occupant/s can breathe without assistance) and the vessel must be capable of
remaining fully submerged for at least 30 minutes.

Alan,
From the link you provided below, I see that Sgt. Pepper's held the
Guinness World Record for a year or so after 1988. Pierre Poulin's sub
took the record in 2005, so there must have been at least one sub in between
the two. I'd love to know the story since from the numbers it looks like
Sgt. Pepper's is smaller. I wonder if one is calculated on
unballasted weight and the other on total displacement.

That's
very sad Carsten. There are two figures listed, 485kg & 400kg. I
assume that's the weight with & without a person but can't read
German. If that is the case it would be smaller than Pierres "worlds
smallest sub" wich is 620kg. There is a good history of sgt Peppers
with a photo of Carsten 23 years ago on the link below. (worth clicking
the button just for that) http://www.vulcaniasubmarine.com/CARSTEN%20SGT.htm
