Maybe that could fall under the "Oceanographic exploration"
section, but if you really want to encourage development
in the areas of underwater navigation and communications
then may propose an x-prize for it.  Here's the link to

The component that seems least advanced for manned submersibles is UNAVCOM, 
Undersea Navigation and Communication.  A project that significantly 
advanced that field would be invaluable.
