You're right. I just found a copy on Amazon. Only $138.17 (I wonder how 
they came up with that price?). And I'm only being slightly sarcastic; 
the next cheapest, on ABE and Alibris, is $185. The most expensive is 
$540.63 (another mystery price).

I wonder how many get sold at those prices?

Looks like I'll have to settle for downloaded copies of his government 
reports. Fortunately, there are quite a few now available from DTIC.
