Hi John, no problem to build a submarine

01) 25 kn fast 
02) 60 x 8 feet for 350 m dive depth
03) for 200.000 USD

Unfortune - you can not integrate the three figures in one submarine.. 

If you request the pressure hull at a boiler factory 60 x 8 for 350m  dive depth you will find out 
that you need about 1 inch strong high tensile steel with 140-15 frames, the cylinder the endcaps,
the entrance the hatch etc. And only that will allready eat complete 03) 

The formular to calculate the surface speed of a displacement vessel 2,43 x square root of the waterline length (m)
Say you design has the full length as waterline - than the top speed will be around 10 knots. 

So if you can go closer to this figures:

01) 10 kn fast 
02) 60 x 8 feet for 350 m dive depth
03) for 400.000 USD

you have a project. 

UC3 Nautilus is a 100 meter diver with a half inch mild steel hull etc.
