Spectra sells direct. I called the number on their website and talked with Jay. I asked about a spool of 3/8 Spectra 12 strand and he told me $1.35 per foot. There are 600 feet on a spool.

You might also ask about prices in bulk. The price per foot for a foot is going to be a lot higher than the price per foot per mile.

Here's a link to a chart for some spectra rope.
The chart shows the 3/8 inch diameter 12 strand rope has a tensile strength of 12000 pounds. ( WOW!!! )
The 5/16 inch diameter is about 8000 pounds.
The weight of these ropes is very small.
Phil's suggestion of using a large lift bag and spectra rope to re-float your sub is looking very interesting.
