I have spooled up light wire, with 150Lb spectra line. The line winds around a float an
unwinds to surface. Then I hand haul the wire up. This seemed as simple and fool proof
as I could get it.

I made a little sketch of how I imagine my distress buoy might look. It's like most things, when fabrication actually happens, things change.
