I don't know. I don't want to empty my tank to try it out, & I guess it 
wouldn't
be the same as being in water & in water that's freezing.
I did empty one tank recently to fill it with O2  & it got pretty cold with 
moisture
icing up round the outlet, even though I had it on less than half open.
It's a good question that needs answering as it's fundamental to escaping 
from a sub.
It also begs the question of what rate can you fill without it freezing if 
freezing is a problem.
