I agree with Alan and Ian, and would vote for one public mailing list.

But I can also see your dilemma in all this, especially if you have a
vision to bring the psubs organization into some sort of a national [US]
personal submersible safety marine board (or something to that effect).

Being a non-US member of the psubs organization, I would prefer, however,
that the psubs mailing list continued as an open forum where each posting
(and man) would have 'to stand or fall by their own words', regardless of
being in - or out of - context with the majority of postings of a said
thread.

I still like the original idea (and ideology) about internet being a large
virtual, global village, where everybody have the right of free speech.

Having said that, should any person repeatedly act irresponsible despite
numerous corrections (guidances) from the psubs community, then he ought
to be expelled, but only after the case has been evaluated and fairly
voted upon by all other members. I do not, however, like the idea that any
individual alone (or in private agreement with others) take such action
against any psubs member (nor subscriber of the public list) without first
having discussed the case among all members.

For such events (as mentioned above), I think the other, non-public list
will serve as a proper alternative.
