2. Processing. My guess is that great care is taken to remove fine dust from alkali that will be used in scrubbers, and perhaps there is additional processing to put it into a form that will not form new dust during handling - prills, or something of the sort. Not good to let corrosive dust reach your customers' lungs. Preventing caking might require additional processing.

Any system that uses commercial slaked lime will need to provide for the removal - or at least the isolation - of dust.
