I suspect your typical recreational fishing boat has only got a draft of 
6-12 inches and therefore isn't affected by a three foot low tide.  A 
pontoon boat rental is going to cost between $200-$250 not including 
fuel, and hold between 8-10 people.  Somewhere between $30-$40 each on a 
full boat.
