I believe the purpose of the microspheres is to take up space between
the macrospheres for the purpose of limiting the amount of binder and
thereby increasing the buoyancy. According to Cliff's slides
http://www.psubs.org/design/PDF/SyntacticFoam.pdf he got a density of
25.9 using a combination of micro and macro spheres. If you use only
macrospheres, your density will go up due to the additional binder
weight and of course the potential buoyancy will be reduced.
