There were several bonuses. From a manufacturing viewpoint, the conning tower could be welded up, stress relieved and then machined, all on the bench. The hull penetration was bored straight down through the steel for retaining bolts, which kept the flange small. Plus you can pull the conning tower quickly for shipping or, like Pete Hoffman, if you are storing the sub in a regular garage. Taking the conning tower and hatch off will reduce a Perry's vertical height by something like 20 inches, which might mean the difference between keeping it at home or having to rent/lease a shop-style place with tall doors.

Vance that sounds similar to the way Phil attaches his footwells.  Nice design feature.    
When you see an FEA of a thick hatch reinforcing just welded into the shell it is the shell that shows the stress and that 3” x 1” ring would spread and lessen that.

This is the C model: 1000 fsw.
2) hull diameter (OD)
43" 
3) hull thickness 
0.5" (A516Gr70).
4) Is the 28 inch dimension ID or OD? I need the ID dimension. 
Let's call it ID.
5) Does the unit extend into the cabin? If so, how far? 
Yes, and is milled to the hull radius minus about an inch. There is also a double thickness collar welded into the hull, a ring section that is about 1" X 3". Most notable is that this reinforcement assembly is a flanged unit. The conning tower is an independent structure, bolted to the hull.
