Destilled water do not conduct electricity. Water with less than 5 microsimens is a very poor conductor. You can find this kind of water in the lab or in some tropical rivers like the ones of the llanos of el Orinoco or in the Guianas. I did some experiments with electrofishing there and after believng the conductivity meter and the electrofishing device were broken because nothig happened in the water and during the check of the device I discovered, after a big jump, that everything was working only the water was not conducting the electricity, only after adding some salt we could capture some shrimp and fishes. These "black waters" are full of humid acid and are very corrosive, but they have fewer electrolytes then destilled water in the lab (of in Germany or in the US).
