I've seen the thing in action.  I thought they were calling it the 
Newt-Sun.  It was blinding at the surface and amazing underwater.  I saw 
it used on a diver not a sub, they were using it as illumination for a 
photo shoot.

VR also overdrives our LED illumination.  At Desert Star we once built a 
few LED strobes using a bunch of the multi led engine things.  We 
overdrove by a substantial amount, but only for a very brief time.

It's all about the heat transfer away from the LEDs.
