 Hi Jim. I've seen hot dipped assemblies painted on jobs I worked on. The 
most recent was two sets of stairs at a local college. Big, about 30 feet long 
and shipped out completely welded and  hot dipped. 
 After installation they were sanded a little to smooth out the galvy 
coating and spray painted. I assume it was an enamel. It smelled like a solvent 
based paint, maybe like "Rustoleum" or something. 
Is there a paint that CAN be applied over a zinc coating that won't 
de-bond ? 
The only time I've done it myself was painting lettering on the Zincalate 
paint mentioned before and like I said, after a year or so the lettering faded 
out. This is on the roof and it gets hot, cold, and weathered. Not submerged.
