Our Navy still uses horse collar vests so they should be available but may be special order.

I used the old "horse collars" for many years before the modern BC vest was commonly available. I always found them to work well, if a little uncomfortable with the straps between your legs. The best part was how they held your face out of the water, and were totally flat when empty. I don't know if they are still available, but I remember them being fairly inexpensive and easy to operate. Frank D.
