I talked to him a couple days ago.  He didn't mention anything about the 
ebay sale, but it's not the first time he's attempted to sell it.  He 
had it sold last fall, but rescinded the sale for some rather strange 
reasons.  The advertisement in Naval Proceedings magazine was his last 
effort with the UEM, although that is always subject to change.
