Ear drums aren't a problem as divers equalize them down to
100ft + (50 psi +)
You could use a pump to fill up your ballast tanks with
air at the surface, but
I can't see any other use unless you wanted to pop your
hatch open. Ambients
have more problems sealing their hatches as they
don't have the large water pressure
on them that 1atm do after 10ft. If you over pressurised
your hull the hatch sealing would be more of a problem
also you'd have to design the hull and view ports to take
the internal pressure.

use of a portable tire inflation air pump be able to bring air from the
outside (while surfaced of course) to within the contained bubble of the
submarine without hurting the operators eardrums? If this
could be done, this could save on the precious compressed air supply.
Any "extra" air would simply burped out and
discarded.

Hi Dean. I wouldn't call me one of the "experienced guys" as I'm as new
as you are, but ya, I think a little 12 volt tire inflator would have several
uses on a psub. Frank D.
