Hi Wil. Some good thoughts there, for sure. It's important to remain
visible, with a reflective paint job. Not only so the coast guard can see you,
but also for obvious safety/rescue reasons.
I'm assuming most of our little boats will be accompanied by a surface boat
unless we just take it out to the local lake and putt around. If we go out in
larger bodies of water, or the ocean, we'll need a surface boat with a radio and
support crew for safety and communication in case a problem arises.
A day of diving in a small sub, whether for recreation or what ever,
requires a lot of pre-planning and preparation.
Not so much with a live-aboard submarine, but definitely with the small
subs most guys are building.
A "flight plan" approach would not only alert the local authorities about
our activities, but also could be useful in case of an accident or problem
requiring action by them.
If we as a group developed a standardized set of procedures with a minimal
" equipment required" list of safety and communication abilities, standardized
and published so that any official agency could communicate with us, it could go
a long way toward removing the perceived problem of having some one out there
that they could have cause to worry about.
Again, if we are pro-active and "self regulate" we could possibly mitigate
a whole raft of problems or restrictions, possibly saving the sport from being
legislated out of existence.
