The following is a brief summary of the content of the original german

Complement : 2 persons
Diving Depth : 100 meters [328 Feet]
Length, Pressure Hull : 2.75 meters [9 Feet]
Propulsion : 4 electromotors
Battery : 2 Hours duration
Max Speed : 6-8 km/hr [3-4 kts]
Misc. Instruments : 5 air-pressure gauges,
Navigation Echolot (sonar),
GPS,
Depthgauge, and a
Magnetic Compass.
When the boat is not used it is suspended (by means of two sailwinches)
underneath the planking of a private, wooden pier.
The boat (design) was something he started thinking about during his time
as a student. And finally, it became the subject of his exam (but was
never asked to actually build the thing).
So building it was undertaken as an experiment; i.e. to see if it really
was feasible to do without using a shipyard. (Note: he is located just a
few hundred meters from one of the biggest submarine building yards in
Germany).
It took him 6 months and material cost = 40 000 EURO to build.
When diving (the sea depth within a 30 meter radius of his pier is only
about 6 meter maximum), his wife always keep an eye on the red buoy
marking his position. And the way I understand it, the buoy is also
relaying all communicating between the pier and the submarine.
And they always use a small standby boat and a diver ready as backup.
With these security means, the submarine actually meet the recommendations
from the german TÜV, and even pass the requirements of the Germanischen
Lloyd. (I am not sure what these requirements actually are)
And the total motor power is so small that there is no need to have any
driver license to operate the boat.
I also understand that he charges anyone interested 295 EURO for a
thorough pre-instruction plus a 30 minutes dive with him and the boat.
