"End of it's useful life" is a very broad term.  This could also
include submarines which are no longer used because alternatives,
such as ROVs are cheaper and easier to use.  Not necessarily because
the sub is falling to pieces.

Also, big submarines are not necessarily harder to work on than
small subs (several people on this list have claimed first hand
experience of this).

All the same, this not a trivial project, but then again, that
could be a good reason for somebody to give it go.  Even if
this project never makes it in to the water, I don't think they
would have wasted their time.
