Ian you make a good point on a flooded condition
A 1/4 will get me to a 7000lb break and comes in at about 40lbs of
cable.
Lead is cheaper but I would rather the rescue chance

In lake Superior the diver can freeze but not from
fear
constant temp of 39F

 I
think you need to pick a cable that can lift your submarine when it's full
of water.  It's going to be so disappointing when you are in a
half flooded submarine thinking you are about to reach safety and the cable
  snaps.
Of course, if this is just for recovering the sub when the
controls fail or the diver 'freezes' with fear or health problems, then you
just need to lift your negative buoyancy
  weight.
  Ian.
