Brian,
The K-250s have internal tanks, and a few others did. Mostly soft tanks w/pumps. Hard tanks are heavy, cumbersome and expose crew to potential high pressure leakage. Besides, they are almost always in the way. Put them outside.

I'm not sure of the k-Boats, but for what it's worth my hard ballast tanks will be inside of my pressure hull. IIt sure simplifies plumbing and maintenance!
