Looking at the March '08 update of the ABS rules, the only thing I can find is 
in Section 7, stating:

"Penetrations are to be reinforced in accordance with Part 4, Chapter 4 of the 
Rules for Building and Classing Steel Vessels.  For external pressure the 
reinforcement need only be 50 percent of that required by the Rules and 
reinforcement pads are not to be used; all reinforcement is to be integral 
with shell and nozzle walls."

Looking into the quoted section of the steel vessel rules, I find 
reinforcement requirements in Part 4, Chapter 4, Section 1 - Appendix 1 Rules 
for Design, Item 7:  Openings and Reinforcements.  Specifically, 
Reinforcement Requirements are item 7.3.  There are about six pages of 
relevant material.
