 Commercial propane tanks are labeled by the weight of propane they carry when full, so a 33 lb. tank holds 33 lbs. of propane, plus the weight of the cylinder itself.  Propane is about 3.696 lbs per gallon, so a 33 lb tank holds just shy of 9 gallons.

I've used the regular metal ones on fork lifts and they hold about 10 gallons so these are probably close to that. I'm not sure why they call them "33 pound" because they weigh a lot more than that when full. Frank D.
