The 'vacuum' method could be used for initial leakage testing prior to
launching a sub:
1) pull a slight vacuum (ie. by turning the diesel engine, or using a pump)
2) stop, and make a note of pressure (vacuum)
3) then monitor the said vacuum over a period of time (observe for leaks)
However, this method will not tell you anything about the strength of a
hull, since even a perfect vacuum would only create a simulated dive down
to some 32 feet (in freshwater).
