Yes, if it was certified by ABS or similar agency, then it has definately
been annealed.  If it was "built-to" ASME standards, then its less clear
since.  You would think that would mean it included annealing, but they
could have skipped a step and you should confirm with them just to be sure.
I'm glad you wrote, since I contacted Stanley over a year ago and never got
a response from them.  I assumed they didn't want to deal with overseas
accounts.  I'm going to check with them again.
