I don't think the EPIRBs are capable of locating a submarine underwater,
but more for providing guidance to surface vessels to get to your general
location, and more importantly I think, quickly raising the alarm that
you are in trouble.
For subs with a reasonable surface range, I think both the EPIRB and
an acoustic beacon would be needed. Raise the alarm quickly and get
rescuers to your general location, then the acoustic beacon for pin
pointing the sub.
I've purchased a "Underwater Acoustic Beason Model NA1" by the
Dukane Corporation, SeaCom Division, IL. It's an older model used
on air craft. Similar to the their new models:

Mine takes replaceable 9v battery. It looks like it would easy to
make a replacement endcap for it that allowed an external power
source and activation.
I bought this off of Ebay for around $20. And here's the same one

I've not tested mine yet, at some point I'll get a hydrophone so
I can listen for it and test ranges, etc..
