These guys are doing it with a trimaran in Hawaii.  But I think they need a bigger kite that can be sent higher up that also has safety high pressure safety release strings.

Being able to sail a submarine has been a dream of mine since I started thinking about building one. But with all the rigging to make collapsible for diving, it didn't seem practical until I talked to the guy I bought my first snowboarding kite from and he said that one of the owners of the kite company that made my kite had a catamaran configured to use a kite to pull it.  My first ideas for a submarine were to acquire a old but solid built fiberglass sailboat and gut it's interior and install a pressure hull into it. Then make the rigging all collapsible.

I kite surf and those kites have a lot of pull. I also saw some kids in the Dominican Repulic take an old catamaran and rig it with a kite instead of a sail and it seemed to work pretty well
