Nothing to rescue - scrap the boat and build a bigger one.. 

just joking.. 

Hmm.. seems still hard remain of the broken drill are in ? 

But I have sometimes the same on stainlees steel - a spot in the material 
realy hard - may to much chrome or nickel or something there. 

01) German solution
Purchase a new porthole

02) Dutch solution
Drill the hole from the other side - the inside.. until you get a complete hole.  
Later close this inside - half way with a tread and a bolt. 
Make the bolt complete into - may some 2 mm deeper than the hole surface, 
overweld the bolt - grind or mill the weld away.. 
Looks like new and works. 

03) Italian solution 
Fill the hole with epoxy. Make a very short bold with a tread only in the 
outside retainer ring - so it looks like a complete  bold  - but is just the head for show. 
Looks like new - and the other 5/7/9 bolts will work. 

04) US solution 
Simillar to 03) but don't tread the bold head - just glue it instead for show.. 

still some jokes..
