If you are running with a surface support vessel, consider an underwater tracking system. A short baseline (SBL) our ultra-short base line (USBL) system is more than worth the expense. Desert Star Systems make an entry level SBL for just above 5K. As long as you have through water communications, your support vessel can pin point your location for you.
You have had some good input on the tether front, just one thing that I have seen left out, the tether is also a major hang area. Unless your planning on using your sub as an ADS system, best to leave it out of the equation.

Which brings me to a point on navigation and communication.
 
Without surface antenna's any way to accomplish accurate
navigation?
 
I know there are ways of using GPS and WAAS underwater at depths
but I don't think the navy will loan me the equipment.
 
And also thanks for the side info on the page
