Depleted uranium is toxic - handling it requires gloves, and respiratory 
protection if there is any chance of dust.  Similar to lead, but worse.  It 
is also slightly radioactive.  While depleted uranium has a much higher ratio 
of U-238 to other isotopes, it will never be pure U-238, and you still have 
some radioactivity as a result of the U-234 and U-235 components.  Probably 
the biggest counterindication to the use of depleted uranium as submarine 
ballast is the fact that it is prone to corrosion - that and the expense.  
Where can you source the stuff in the required quantities?
