 See, if I were transporting things like 
drugs I'd do it in an AUV. That is much less likely to get investigated 
by the CG especially if it says "Woods Hole Oceanographic Institution 
(WHOI) " on the side. And if it ever gets caught on land you can 
easily say the payload capacity is for scientific equipment. 
  
Ok it may not be easy to transport tons of 
the stuff but chances of being detected are much less ans since it's self guided 
you can go from land to land.

  With the smuggling semisubmersibles they are not real 
  submarines, they can not dive, they are only very low on the water.  The 
  smugglers use the border efect, there is no real form to detect something that 
  is in the surface of the water from a long distance.  There is a zone 
  about three meter above the water and tree meters below the water, in  
  this zone is practical imposible for a detection system to give a clar picture 
  of what is there. there is no radar or sonar that can produce a clear image of 
  this zone so everything that goes in this part will be undetectable. Most of 
  these semisubs are loaded and deloaded at the open sea they do not come on 
  land so they do not need a harbor.  Speed boats do the job of 
  transporting the "cargo" from land to the semisub and from the semisub to 
  land.  And submarines are nice machines, what is done with them is not a 
  problem of the submarine but of the user, a pencil is a writing instrument but 
  also killing device if used in this way and that is not a problem of the
