The Coast Guard and OSHA specify no live-boating.  If you review those few
subs that still have lock-out capability (including the big ones like the
decommisioned USS Parche), they all have legs, skids, or tubes to set down
hard on.  A floating, anchored submersible can swing in a current and drag
or pin a diver.  In addition, it could squat on the diver.  Simon Lake did a
lot of the original lock-out work and he settled on flooding negative on the
bottom for all of the subs he built with lock-out capability.

With regard to Vance's comment about insurance for commercial lockout ops
prohibiting live boating a locked out diver, is it sufficient to anchor a
neutral trimmed boat over the bottom, or is it necessary to have a skid
arrangement to touchdown and flood negative?
