Thats right. But you can have still have saftey backups. 

For example: The rules say that all controlls for diver chambers has to be outside the chamber. On Euronaut the chamber has the controls double - in and outside. And spare bottles inside the chamber. The simple reasons is that the maybe more dangerous part of the sub is outside the chamber - and the chamber works as "rescue-boat" in case of machineryspace fire in the sub or so. 

Most of the rules are made for chambers onshore or on board of surface ships. 
We stay alone deep underwater far from home, even in the night and under a storm - no help from outside available or requested. So we have to think about our own backups and saftey issues.  

The Lloyds rules has a paragaphe like 
"or a equal solution if the rules is not common.
