You have come to the wrong place if you are looking for easy answers he he.
But let see: The amount of ballast needed to get 1m^3 meter air to
sink depends on the density of the fluid you wanna sink it into. If we
are talking about freshwater then use density 1Te / 1m^3. This will
require 1Te of steel or approximately 0,127m^3 of steel. That again
depends on the density of the steel you are using.
Saltwater = 1,025Te/m^3
Steel = approx 7,85Te / m^3
If you need it more exact then you have to go into tabels and see.
