In regards to concrete, for a number of years now we have been using what some call fiber mesh in are concrete slabs. It's just basically loose fiberglass put into the mix in the truck. It reduces the chances of cracks in your slab to a large degree. Because of this in some applications they don't even use re bar or the heavy wire mesh. You could also seal the inside and outside using a thick Rhino liner type coating that was thinned down to give you a smoother finish on the outside of the hull. I've heard that if you don't let concrete completely dry out after it's cured, it's stronger. Like when you pour concrete into the foam block type forms. If that's the case then sealing the concrete shortly after curing it could give you that much more strength. If the submarine is in freezing weather at any point, I don't know if there would be enough moister left in the hull to damage the hull or not, but I'd find out.
