Please provide the link to the USCG reference concerning submersible operation.  Closer review may find that it is specific to tourist subs concerning the positively buoyant issue.

Hi guys. The coast guard guideline says you need to be positively buoyant at all times, using thrusters to maintain depth. This is in addition to drop weights, trim tanks, and other flotation devices. They are in the business of rescue so I see their point!
