I would like 7000 and of course the trailer isnt cheap to build
      also end caps are 5/16" thick astm a285c
            conning tower 1/4"                   a36
and weighs over 2500 lb's

Didn't he say in an earlier e-mail that $5000 would stop the auction?
Replacement today would be over $10,000 if built from scratch but what needs to be replaced/upgraded ? I think the K250 is 1/4 inch thick. Seems a little thin to me.
