Yes, the over hanging tanks fore and aft on a Kittredge sub are soft ballast tanks.  They are open bottom fiberglass shells and only have valves for venting air in and out. 
 
On a K-250 the hard tank is inside the sub and doubles as a seat support.  It has valves for venting air, pressurizing air, and a water in/out valve. 
 
On a K-350 the hard tank in located under the hull between the two battery pods but plumbed similar. It's far more roomy in a K-350 with the tank outside the hull.

        I have a question on the ballast set up on the Kittridge subs,  Is that over hang on either side of the sub a soft ballast area?  and then is there a hard ballast (variable ballast) directly underneath the sub?  Just from looking at the pictures that's what I'm getting .
 
Also, if anyone knows,  Looking at Carsten's  Euronaute I can't figure out where his ballast tanks are?  The sub does not appear to have a double hull so I'm starting to get confused !   Is the ballast inside the pressure hull so that the sub is more streamlined?  And so with no double hull the sub is not intended to have any real freeboard?   Please if anyone could straighten me out on this it would be greatly appreciated.
